Strata cleaning tender checklist for Sydney buildings

Use this checklist to give every cleaning company the same brief, expose exclusions before appointment and compare service quality as carefully as price.

How to use this tender checklist

Walk the property with the current scope, building plan and recent issue log. Mark each item as required, optional or not applicable. Issue the completed version to every tenderer and insist that any departure appears in its own exclusions schedule. This makes competing prices genuinely comparable.

1. Define the building before asking for a price

  • Record the number of lots, levels, lifts, foyers, stairwells and common bathrooms.
  • List car-park levels, bin rooms, loading areas, paths, pools, gyms and BBQ areas separately.
  • Note access windows, alarm and key procedures, loading restrictions and resident quiet hours.
  • Identify surfaces needing specialist care, including stone, polished concrete, stainless steel and carpet.

2. Price one written scope—not twelve assumptions

  • Set a minimum frequency for every zone: each visit, weekly, monthly, quarterly or annually.
  • Separate routine work from periodic work such as pressure washing, carpet extraction and machine scrubbing.
  • State who supplies consumables, bin liners, sanitary units and waste-removal services.
  • Ask tenderers to identify exclusions and optional rates in writing before comparison.

3. Verify risk, staffing and continuity

  • Request current public-liability and workers-compensation certificates of currency.
  • Confirm police checks, site induction, chemical training and safe-work procedures.
  • Ask who supervises the building, covers leave and responds when the regular cleaner is unavailable.
  • Confirm incident, key-loss and after-hours escalation contacts.

4. Make quality measurable

  • Require signed visit records against the agreed scope—not a generic attendance sheet.
  • Set response times for missed work, spills, illegal dumping and urgent committee requests.
  • Agree on monthly inspections, photo evidence and a simple corrective-action process.
  • Include reporting of visible defects such as leaks, failed lights and damaged common-area fittings.

5. Compare the whole contract

  • Compare annual totals using the same frequencies, consumables and periodic tasks.
  • Check the review mechanism, variation process, notice period and mobilisation date.
  • Score service method, supervision and reporting alongside price.
  • Keep the final scope attached to the signed agreement and use it at every review.

A simple tender scorecard

A practical starting point is 30% written scope and method, 20% supervision and continuity, 20% reporting and response, 15% verified risk controls, and 15% whole-of-contract price. Adjust those weights to the building’s priorities, record each assessor’s score and retain the decision with the committee minutes.
